are you suppose to be able to pee with a tampon in with out it filling up?
when i pee with a tampon in it gets pee on it but everyone tells me that it shouldnt happen that way

It sounds to me that your tampon has not been inserted correctly. You should not be able to feel it after you have inserted it and it should not be filling up when you wee.
It may be that you have not inserted the tampon far up enough. You may like to try a smaller tampon to help with insertion and see if that improves your situation
